One case
The unit is one 1,000-round case. We ignore 2-case dealer tiers. The comparison is 9mm Luger, 115gr FMJ, new brass, boxer primer, standard pressure. Steel, aluminum, remanufactured, +P, JHP, 124gr, 147gr, and 50-round boxes are out.

Shipping is the dealer's published rule for a single case to 75201 (Dallas, TX). Another ZIP can change the freight. We do not ship anything.
Ship types
Shipping is four types. Free over a threshold: ship is $0 when the case price reaches the dealer's cutoff, and the small-order fee when it does not. Free on a case: ship is $0. ZIP quote: one Ground quote for that dealer and ZIP, the same amount on every row; if the quote is empty, Shipping and All-in show a dash and the row cannot be BEST. Free if flagged: ship is $0 only when that row's free-ship flag is true; otherwise ship is empty and the row cannot be BEST. Member prices are notes only. They do not sort.
If ship is empty, the row stays on the list. It is not BEST, and it is not the sort winner. Those rows sit after every row that has a delivered price, ordered by case price.
BEST
BEST is the lowest all-in among rows that are in stock and have a numeric ship quote. Out of stock stays in the delivered-cost sort and cannot get BEST.
Rank is not for sale
